ONC is looking to collaborate with key stakeholders in the implementation of Healthcare Provider Directory (HPD) for the Modular Specifications Provider Directories project. HPD is a healthcare provider directory that can be used for multi-state EHR/HIE Interoperability; it is an enhanced version of the current standard HPD model as defined by the
S&I Framework PD Initiative - Query for Electronic Service Information including Electronic Address Use Case.
The goal of the Modular Specifications Provider Directory project is to develop implementable, testable specifications along with a conformant test implementation and high quality test cases that verify conformance of the test implementations to the specification.
Discovering Electronic Service Information (ESI), including electronic addresses from Provider Directories with some known provider attributes, can be accomplished through the use of HPD. Solutions developed from this work are critical to support state in Health Information Exchanges (HIEs) implementations.
The Modular Specifications Team shall extract specifications currently being utilized in Health Information Exchange communities of practices and develop implementable, testable specifications along with a conformant test implementation and test cases that verify conformance of test implementations to the specification.

Provider Directory Sub Work Group Final Data Model
This Data Model was developed by the S&I Framework Provider Directory Work Group. The model addresses the use case for Provider Directories for Electronic Service Information (including electronic address and any required security information).
Provider Directory SWG Final Data Model
It is ONC’s goal to identify requirements for the standards for the next version of HPD. The Modular Specifications Provider Directory project provides a unified vendor-neutral platform for implementation of Provider Directories.
The desired outcomes of this project are:
The ability for providers and other authorized entities to query and receive provider information from provider directories to facilitate secure exchange of health information,
A standardized query mechanism for Provider Directory that can be adopted by EHR and HIE vendors, State HIEs, HISPs and other mediators of exchange,
The standardization and simplification of the implementation of interfaces to query -compliant Provider Directories.
The tasks of the Modular Specifications Project are outlined below:
Task 1: Develop Implementable, Testable, Certifiable Specifications
This task involves analyzing the relevant specifications documented at the links referenced above and creating a robust Implementation Guide that is clear, complete, accurate, implementable, and testable.
Task 2: Create a conformant Test Implementation based on the specifications produced by the Modular Specifications project
The following will be created:
Adopt and re-use the Test Implementation (TI) created by the specific community of practice (if available)
Identify gaps and enhance the TI to conform to the Implementation Guide.
This approach will serve multiple purposes:
Saves implementation time and effort
Identifies the gaps that pilots might be experiencing
Provides an easy path for many of the pilots and organizations who have adopted the Provider Directory and Certificate Discovery Trial Implementation to upgrade without having to replace.
Task 3: Create quality test cases and if necessary to execute the test cases, a test tool may be developed that can test a Test Implementation's conformance to the specifications produced by the Modular Specifications project

The success of the project will be dependent on Quality and Real World Implementation/Adoption.
Specification quality will be evaluated based onimplementationof the specification.
The quality of test cases will be evaluated based on the clarity and breadth of the test cases to test independent implementations.
The quality of the Test Implementations will be evaluated based on the level of conformance to the specification and passing the independent test cases.
